A provider should not be re-verified from zero every time they move. Provider Passport packages verified authority evidence so a receiving facility can check it offline, while still applying its own bylaws, privileges, and governance. Intra-system first; the network is the long game.
Facility B reuses Facility A's verified evidence but re-evaluates against its own local privilege criteria. Evidence reuse is never a privileges grant.
